TELEGRAM from the 0.A.G. of Hong Kong to the Secretary of State for
the Colonies.

Addressed to the Secretary of State for the Colonies repeated to
Pekin No. 33 copy sent to Canton by post. Your telegram 7th
November Confidential Anglo-Chinese.
Matter has been subject of anxious consideration here much
delayed by the absence of Chinese Members of Council with whom pro-
posals in Minister's despatch have been fully discussed.
While agreeing with the general lines of the Minister's despatch
there are certain points to which in our opinion further consideratio
should be given.

Paragraph 15. We consider that the Minister regards too likely
the possibility of certificates being unreasonably withheld and con-
sider it as most important in the interests of loyal Anglo-Chinese
that some machinery be devised whereby protection should be granted
to Anglo-Chinese who can prove to the satisfaction of Consuls that
certificates are being unreasonably withheld.
As regards decendants
As regards decendants of Anglo-Chinese paragraphs 17 to 19
much seems to depend on whether Chinese Government will claim as
Chinese décendants of Anglo-Chinese who have received denationalisa-
tion certificates. I have no knowledge of Chinese views on this
point. If such decendants will not possess Chinese nationali ty
RENOUNCE
they cannot be called on to rem it nor could they obtain
denationalisation certificates. Minister protests would then break
drm and we should be morally bound to grant protection on regis-
tration alone.
